PTC Calls for Greater Transparency and Change of TV Ratings System


LOS ANGELES (May 18, 2009) – The Parents Television Council™ called for change and greater transparency in the TV ratings system in public comments filed in association with an FCC Notice of Inquiry required by the Child Safe Viewing Act.


“It is clear that the TV ratings system is designed to fail.  Broadcast networks produce and rate their own content and have left a deeply flawed and largely inaccurate ratings system.  This has created a clear conflict of interest, which may be a significant cause of the lack of adoption of the current system among families.  Not only that, but the TV Ratings Monitoring Board has no transparency or accountability, and one reason is that a majority of Board members are associated with the TV industry.  Parents need to know who to complain to about inaccurately-rated TV shows and how these complaints will be adjudicated,” said PTC President Tim Winter.


“Advertisers are also to blame for resisting rating their own ads.  Parents feel helpless and frustrated when inappropriate ads and graphic network promotions are shown during more family-friendly programming.  Ads must be appropriate and aligned with the type of programming on which they air.


“The industry-controlled TV ratings system does nothing to assist families and yet the industry tells families that they should be solely relied upon to block inappropriate content.  The FCC must examine this system, and put the corporate interest behind the public interest.”
