PTC: FCC Report on TV Blocking Technology Comes Up Short


LOS ANGELES (August 31, 2009) – The Parents Television Council™ criticized the Federal Communications Commission (FCC) for failing to provide meaningful answers regarding the shortcomings of the current television ratings system.  PTC’s critique follows the release of the FCC’s report on parental controls and blocking technology that was mandated by the Child Safe Viewing Act.


“The FCC’s much-anticipated report, which took 270 days to produce, does little more than recite the questions and problems raised by the Congress in the Child Safe Viewing Act,” said PTC President Tim Winter. 


“While there are indeed many unknowns, especially with regards to the Internet and new media, there are clearly documented failures surrounding the existing TV content ratings system and the V-chip, and this report fails to address them.  


“We already know that the television ratings system and, by extension, the V-chip, are not workable solutions to the issue of protecting children from harmful media content.  Objective research repeatedly confirms that the networks’ self-assigned content ratings are inaccurate, inconsistent and inherently biased.  Having the FCC spend more time trying to call greater attention to inaccurate content ratings is absurd.  


“Senator Rockefeller’s assessment that we must do more than gather information to protect our children is spot on.  The PTC praises his efforts and those of Senator Pryor for bringing this issue to the forefront.  We commend FCC Commissioner Michael Copps for his statement acknowledging that technology alone is not the full answer to the problem.  


“We call on the Commission to deliver on both the spirit and the letter of the Child Safe Viewing Act in its next review,” Winter concluded.
