RE: FCC TELEVISION INDECENCY COMPLAINT

Instruction: By completing this FCC INDECENCY COMPLAINT and clicking the "Sign and Submit" button, you will be registering a FORMAL COMPLAINT, providing the FCC with specific evidence needed to take regulatory action against the broadcasters of the program. Your COMPLAINT will be electronically forwarded to the FCC by the Parents Television Council.

This is a formal COMPLAINT of indecency on broadcast television. My complaint concerns the PROGRAM ON:

NCIS Complaint Text (Email body):

This is a formal COMPLAINT of indecency on broadcast television. NETWORK: CBS-TV PROGRAM TITLE: "N.C.I.S." BROADCAST DATES: October 25, 2005 BROADCAST TIMES: 8:00 PM Eastern & Pacific/7:00 PM Central & Mountain Time Documentation of the material on which my COMPLAINT is based is provided below. Video tapes of this and every episode of NCIS are available from the Parents Television Council. COMPLAINANT believes that this synopsis of content on NCIS on October 25, 2005 is in context and fully representative of the show's overall tone and quality, which the FCC must declare is indecent. COMPLAINANT also believes that such material is: (a.) Clearly offensive according to the standards of my community; (b.) was designed to appeal purely to prurient interests; and (c.) lacks any serious artistic merit COMPLAINANT urges the Commission to take notice of the early time slot and high ratings for this episode of "NCIS" -- reportedly viewed in more than thirteen million households and by more than one million children under the age of 18. Finally, COMPLAINANT urges the Commission to note that "NCIS" is not a live show but is videotaped well in advance of its broadcast. Therefore, the stations which broadcast the show had ample time to evaluate its content and should have been on notice as to its potential to run afoul of community standards of decency. Accordingly, COMPLAINANT urges the Commission to sanction all CBS affiliated and owned stations which broadcast the October 25, 2005 episode of NCIS. For the reasons above stated, the FCC should exercise its responsibility to enforce the existing law against indecency on broadcast TV between the hours of 6 a.m. and 10 p.m. (Title 18, U.S. Code, Section 1464) by levying severe sanctions against the broadcasters of this program. This broadcast of "NCIS" was patently offensive on multiple counts of gross, perverted sexuality, extreme, sickening violence, and frequent foul language. I believe this content depicts a sexual function that is patently offensive as measured by contemporary community standards for the broadcast medium. To make matters worse, the program aired in the 8:00 p.m. hour which is the prime viewing hour for children. And the indecent scene aired at the very beginning of this program. As this episode of NCIS was seen in nearly 13 million homes, hundreds of thousands of children were subjected to this graphically violent and sexual content. This is a formal COMPLAINT of indecency on broadcast television. NETWORK: Fox-TV PROGRAM TITLE: "The Family Guy" BROADCAST DATES: November 6, 2005 BROADCAST TIMES: 9:00 PM Eastern & Pacific/8:00 PM Central & Mountain Time Documentation of the material on which my COMPLAINT is based is provided below. Video tapes of this and every episode of Family Guy are available from the Parents Television Council. COMPLAINANT believes that this synopsis of content on "The Family Guy" on November 6, 2005 is in context and fully representative of the show's overall tone and quality, which the FCC must declare is indecent. COMPLAINANT also believes that such material is: (a.) Therefore, the stations which broadcast the show had ample time to evaluate its content and should have been on notice as to its potential to run afoul of community standards of decency. Accordingly, COMPLAINANT urges the Commission to sanction all CBS affiliated and owned stations which broadcast the November 6, 2005 episode of "The Family Guy." For the reasons above stated, the FCC should exercise its responsibility to enforce the existing law against indecency on broadcast TV between the hours of 6 a.m. and 10 p.m. (Title 18, U.S. Code, Section 1464) by levying severe sanctions against the broadcasters of this program. This broadcast of Family Guy contained numerous vulgar and sexually explicit references. I believe this content depicts a sexual function that is patently offensive as measured by contemporary community standards for the broadcast medium. To make matters worse, "The Family Guy" is one of the highest-rated programs currently on television for 12-17-year-olds, and for 2-11-year-olds. More than two million children, nearly half of whom were under the age of 12, were subjected to this graphically violent and sexual content. COMPLAINANT believes that this synopsis of content on "The Vibe Awards" on November 15, 2005 is in context and fully representative of the show's overall tone and quality, which the FCC must declare is indecent. Accordingly, COMPLAINANT urges the Commission to sanction all CBS affiliated and owned stations which broadcast the November 15, 2005 " The Vibe Awards".
